Capacity Building Tools

EPA has developed tools to help developing countries build their institutional capacity to establish, maintain, and improve sustainable inventory management systems that produce complete, high-quality greenhouse gas (GHG) inventories using the 2006 Intergovernmental Panel on Climate Change (IPCC) Guidelines. This page provides links to tools that support national GHG inventory systems development and data collection for select categories.


Toolkit for Building National GHG Inventory Systems

The U.S. EPA Toolkit for Building National GHG Inventory Systems is available to help national inventory compilers build and advance a national GHG inventory system that suits their national circumstances. The Toolkit is composed of seven templates that can be adapted to reflect national circumstances and once completed, can be compiled into a National GHG Inventory System Manual. This Toolkit is consistent with IPCC “good practice,” the 2006 IPCC Guidelines, and the latest United Nations Framework Convention on Climate Change (UNFCCC) transparency requirements.


Agriculture and Land Use (ALU) Software

EPA and Colorado State University have developed the Agriculture and Land Use Greenhouse Gas Inventory (ALU) Software to guide inventory compilers through the process of estimating GHG emissions and removals related to agricultural and forestry activities. This software is based on the methods in the 2006 IPCC Guidelines and simplifies the inventory development process by dividing the analysis into separate steps to facilitate the:

  • Compilation of activity data,
  • Assignment of emission factors, and
  • Completion of emission calculations.

To ensure data integrity, this software also has internal quality control checks. In addition to inventory development, this software is designed to support an evaluation of mitigation potentials using the inventory data as a baseline for projecting emission trends associated with management alternatives. The ALU software is available for download upon request.


Additional Inventory Tools and Resources

IPCC Inventory Software

Facilitates the development and reporting of national GHG inventories. Supported by the UNFCCC secretariat and the Technical Support Unit of the IPCC Task Force on National Greenhouse Gas Inventories.

IPCC Emission Factor Database

Provides a library of emission factors, background documentation, and technical references to support the estimation of GHG emissions and removals. Supported by the Technical Support Unit of the IPCC Task Force on National Greenhouse Gas Inventories.

FAOSTAT

GHG emissions database that provides country-level estimates of emissions from individual sources within the Agriculture and Land Use Inventory sectors, based on FAOSTAT activity data and Tier 1 methods from the 2006 IPCC Guidelines.

Collect Earth

Used in conjunction with Google Earth, Bing Maps, and Google Earth Engine to provide high resolution satellite imagery that is customizable for specific data collection needs.

International Energy Agency

Database of national and global energy statistics.
